How To “ACACT” In Case Of Fire

Clicked this one at the hospital.

The “ACACT” made me chuckle. What really got me wondering was – Point No: 7 and 8. First take everyone OUT of the building and then go BACK INTO the burning building to switch off mechanical, electrical and gas systems?
